The definition of abandonment is leaving a child younger than the age of 18 in a situation where he would be exposed to a substantial risk of physical or mental harm, without arranging for necessary care for him and a demonstration of an intent not to return.The law applies to the parent, guardian, custodial parent or noncustodial parent, called managing and possessory conservators in Texas.
